Allegedly, their sole purpose is to manipulate the search engine rankings. The sites feature links in no particular order which are unrelated to each other. Linking to these sites may be considered a recommendationÂť by your site. This may draw a penalty from the search engines. It is believed that incoming links do not cause penalties, since a competitor could do that to hurt a site.
